The Asia Foundation has been partnering
with citizens and police to support community policing in Bangladesh
since 2004. Recently, in 2010, the Foundation signed a cooperative
agreement with the United States Agency for International Development
(USAID) to expand its efforts to focus on the entire northwestern region
of Bangladesh through the current Community-Based Policing (CBP)
Program. The goal of this initiative is to enhance public security
through police and citizen collaboration by: (i) strengthening police
responsiveness to citizen needs; (ii) increasing citizen engagement and
trust in law enforcement; and (iii) expanding the mandate for community
policing as a strategic priority.
The Program is looking for a Deputy Program Director, to work as a key senior management position on this initiative. The contract duration will be 1 (one) year. This person would report directly to the Chief of Party, and provide oversight of Dhaka and field-based staff, as well as local implementing partners. Responsibilities
- Oversee program implementation, monitoring, evaluation and day-to-day finance and administration.
- Work closely with local implementing partners (non-governmental organizations) to ensure program objectives and specific deliverables are achieved in a timely and quality fashion.
- Collaborate with the Bangladesh National Police through regular communication with Police Headquarters and field offices.
- Build and mentor the capacity of police, citizens and partner organizations to apply best practices in community policing.
- Look for, disseminate and apply lessons learned from the program design, implementation process, incomes, outcomes and outputs.
- Lead courses on community policing, program design and monitoring and evaluation.
- Facilitate sharing sessions between partner organizations and / or senior police regarding community policing efforts including current status, achievements, obstacles and steps taken to address them.
- Ensure proper compliance with all USAID rules and regulations including reporting, branding and marketing. • Assist on the development of annual work plans, quarterly reports and major program components.
- Liaise with donors and other international actors including police consultants as needed.
Educational Qualification:
Masters Degree in criminology, international development, political science or other social science.

Job Requirement:
- 5 – 10 year previous management experience, especially at a senior level on a USAID-funded program.
- Previous exposure to work on politically complex programs with a high number of deliverables in a finite amount of time.
- Diplomacy, strong written and oral communication, organization, as well as the ability to mentor others is highly desirable.
- In addition, extensive experience in monitoring and evaluation is important.
